In early 1980s telecommunications carriers started recognising a need to develop standards for public broadband network to discourage the growth of the private broadband networks. Enterprises did not wait for the telephone companies to get their act together for their data communications needs. While the telephone companies were still seeing Voice as their cash cow, the computer industry giants like IBM, HP and DEC were providing networks to meet their bandwidth hungry applications needs.
