The IT and communications industries are suffering the consequences of a glut of late 1990s computers and optical fiber (black fiber). Corporations and individuals purchased new computers and software to  potentially deal with the impact of the clock changing for the new century. Telecommunications carriers, in order to cope with the Internet traffic, from the growing web market, deployed optical fiber in their plants. Now nearly 5 years later these computers are becoming obsolete. The telephone carriers still have an over supply of fiber. All this extra capacity in the networks will take longer to fill.

PSTN traffic has been pretty well replaced by the wireless networks. The telephone carriers have to spend considerable capital to regain that market on the IP-based infrastructure. Multi-media applications, based on the  Web, are gaining momentum.
