Internet Operations - Top level domains, such as com, edu, gov, reside in Root Servers. The second level domains, like hotmail.com, are registered with the top level domain (com).

When a computer needs the IP address for hotmail.com, it sends a message to its name server. The name server goes to the Root Server for a .com address. hotmail's IP address is returned. The rest is handled by the hotmail server.
